This bill is the so-called "puppy mill bill".  It would require a commercial breeder [defined as a person who has 11 or more breeding females and sells their offspring] to be licensed and regulated by the Texas Department of Licensing and Regulation and abide by certain care standards adopted by TDLR through the rule making process.
